Solar sails 30/s raw to final and tilable

Creates 30 Solar sails per second from raw resources (Iron, Copper, Stone and Fire Ice). Fits in a 90x40 patch so you can stamp down 2 on either side of the equator. It easily fits in 2 "planetary sectors". Needs warpers and proliferator MK.III
