Power balancer with Energy Exchanger +/- 450MW

Idea is simple, but effective. Sorters will steal full batteriers from belt inputing them to dischargers, until power shortage occurs. Bigger the shortage, more dischargers will activate to counter balance. Excess power is charged by chargers as normal. Easy to extend if needed.
