Full Proliferator Production - 60/sec Mk. III

Needs import of Coal, Diamonds and Nano Tubes. ILS must have full upgrades to support full stacks on belts. 
Will produce 14.4k/min Mk.I, into 7200/min Mk. II, into 3600/min Mk. III. 

Mk. III proliferators are proliferated using products produced. This cuts net production down to 59 per second as usage is around 1 per second (60/minute). Feel free to re-work the self proliferation of the Mk. III to use proliferatored proliferators to get more sprays and thus decrease usage if you want... however, 1 per second doesn't seem that bad IMO.

These need to be places around the equator regions to have proper room/spacing.
