Ultra Lazy Pole

This BP includes the inner ring of Artificial Stars (19), plus a set of ILS set up to serve two needs:
  1. Bring in buildings, etc. needed to set up a factory of any kind (assemblers, smelters, drones, lots more)
  2. Export resources - most ILS have local demand + remote export for one common and one rare resource.
Outer rings of stars are not included
