A complete build for constructing traffic monitors from raw materials and exporting them. All products, including the proliferator itself, is proliferated. The proliferator mk.3 is being produced on site. The excess proliferator can be exported elsewhere. Note however that by default it is stored in the ILS. If you have a setup where you produce proliferator central you can also import it into the build. The proliferator is constructed from rare ores.
