Hydrogen Buffer
Smooths out local hydrogen on a planet and ties it into the larger logistics chain. Helps to keep touchy factory setups from getting jammed or starved when there are power fluctuations or other resource bottlenecks that throw off production/consumption.
PLS should have NO drones or they just ship to each other constantly. It's meant to be pushed/pulled from other towers on the planet.
Input priority =
Low: Outermost ILS - Can pull from orbital collectors
Medium: Inner ILS - Pulls from other ILS only
High: PLS - Pull from local supply
Output priority =
High: PLS - Gets hydrogen first and supplies locally
Low: ILS - Gets hydrogen last and supplies everywhere else (out of system with warpers)
