I found this website to be lacking any large scale blueprints for producing proliferator from raw. The ones that did exist didn't use pile sorters and weren't compact. The few that did exist either didn't use pile sorters or used dark fog rendering them incompatible with peaceful saves.

This cell works out to producing 3.125 fully stacked blue belts of proliferator mark 3 per minute. Completely fills a logistic station in <1 minute.
Uses pile sorters and vertical belts for maximum compaction.
Everything is proliferated, including the proliferator produced by the cell. It is self sufficient. Just feed it coal, stalagmite crystals, kimberlite ore, and a decent amount of energy and watch it churn.

Can be used with Arc Smelters instead of plane smelters. Just double the amount of arc smelters (and extend the line).

I didn't calculate the amount of power required.
