This interstellar logistics system is setup to pull in crude oil, coal, and hydrogen to assist in the production of refined oil. The crude oil processing is largely to jumpstart the refined oil, as the Reformed Refining happens on a much larger scale than the Plasma refining. This facility is deliberately setup to help bleed off the extra hydrogen your other factories may be producing.
