DISCLAIMER: NOT the most optimal shield placement for 100% planetary coverage, nor likely not the most optimal for this achievement. This is just the solution that works for me.

Easy template for the A.T. Field achievement. Simply place it down, connect the power supply (I did not include any of the Satellite Substations I used, you can use any power connection), make sure there's enough power (all of the generators total to 1.13GW), and let it fill. When the fill ratio hits about 99.95%, you'll get the achievement.

Also, no clue why it "can't decipher blueprint data", the blueprint itself contains 29 shield generators and 25 Tesla towers.
