Rocket BB 18.8/sec

Based on 17/min Rocket BB blueprint.  Tweaked to hit 18.8 rockets/min, which is the maximum of the single rocket assembler.  Uses more power and slightly more raw materials as input to electric engine to make it all work compared to original design.  Launches 15 rockets/min, exports remaining 3.8 rockets/min via ILS.  Thanks to the original blueprint designer, it's pretty crazy.
