Crude oil to 19 MW power

Generates 19.44 MW peak power from crude oil
Takes a bit to spin up. If you already have one blueprint that's been running for a while, you can speed up startup process of new blueprint by transferring a few hundred excess H2 + Refined oil from the tanks of previous blueprints.
WIP, may need some tweaks, feedback welcome.
