Bootstrap Base 11 - Pre Orbital

This section adds Titanium Crystal, Graphine and Titanium Alloy production for yellow matrix labs and materials for station construction.

This part of the Bootstrap Base is exceptionally inefficient.  It's purpose is only intended for the final push to Interstellar Logistics.  Construct this section early to give it time to produce the yellow matrices needed to research the tech.  Reforming Refine tech research is required to make this section function.
