Only smelted materials can go in, if the item requires a smelter then that comes first.

Nothing is made to be efficient, just made to make basic needs in the background for early/mid game. 

There are some belts and a few Mk 2 sorters just to speed up the production of some items. If you want to add or change or remove buildings/items then that will be easy due to modular design.
